    Alistair heads up our Housing and Regeneration Sector. In his role as sector leader Alistair sets our Housing and Regeneration sector strategy, leads on solutions to the issues faced by our clients and develops our sector talent pool. He handles a broad range of issues including governance, charity law, group structures, funding, developments and major regeneration projects.


    His client base includes registered and other housing providers of all types and sizes from small locally based co-operatives to major national players. Alistair has worked on many major commissions including conversions to charitable status, stock transfers, retirement villages, green energy initiatives and multi-tenure new build and refurbishment schemes.

  • Ian Alderson

    Partner, Brabners LLP

    Ian heads up our Housing and Regeneration Team. Ian is an experienced lawyer who takes a pragmatic approach enabling clients to resolve problems quickly and effectively. He handles contentious issues such as housing management, property and commercial disputes, landlord and tenant litigation (particularly residential), human rights cases and judicial review. 


    He acts for clients in both the social housing and private sectors. He prepares tenancy agreements and other documents and is an advocate of plain English in legal documents. He advises housing providers on governance issues and complaint handling.


    Ian has successfully litigated high profile cases in the Supreme Court and the Court of Appeal including Riverside Housing Association v White (2007) and Briscoe v Lubrizol Limited (2002) and frequently appears as an advocate in courts and tribunals.

    Director, arc4

    Derek is a Director at arc4, the housing and data consultancy and senior advisor to the Affordable Housing Institute, Boston Massachusetts. His work centres on affordable housing, low demand and regeneration, developing analyses, plans, products and solutions. He has 30 years' experience in housing, as investor, regulator, policy maker, consultant and non-executive, working in Whitehall, the European Institute for Urban Affairs, the Housing Corporation and as the northern head of the National Housing Federation.

    An Oxford-educated economist, Derek has analysed the socio-economic and housing demand characteristics for over 100 housing markets as far afield as London, Manchester, Leeds, Bradford, Stoke, Newcastle, Liverpool, Thames Gateway Wales and Northern Ireland.

    A previous board member of two associations, Derek has extensive representative experience in local and regional government tiers and collaboration with Ministers and Shadow Ministers.

    Despite devising questions for “Radio's most fiendish quiz “ (Radio 4’s Round Britain Quiz) Derek has not yet found the answer to the Brexit question!

  • Michael McGowan

    Sustainability Manager - Asset Services, Riverside

    Michael graduated from Liverpool JMU in 2008 with an MSc in Commercial Building Surveying.  From there he moved straight into private practice before moving into housing in 2009. 

    He has over a decade of client side experience and worked across all Asset areas with specialisms in refurbishment, procurement and project management. 

    He currently leads the Sustainability function within Riverside’s Asset Services department including a Technical Surveying team, managing and mitigating the risk of disrepair to customers’ homes.  This role has led to him chairing a North West best practice group set up combat the escalating trends of disrepair and property related legal claims.  The group represents in excess of 500,000 homes.

    Michael has extensive experience in retrofit and renewables and is a member of Riverside’s Climate Responsibility steering group.  He is a key figure within innovation and process improvement within the Asset directorate.

    Lisa is a Partner in our Liverpool Housing and Regeneration Team. Lisa is an experienced property lawyer who specialises in commercial property work, residential and commercial development and securitisation.


    She handles acquisitions and disposals including conditional and other contractual arrangements, S106 agreements, regeneration projects, site set-ups, along with commercial leases, joint ventures, outsourcing and partnership arrangements. She acts for a wide range of clients and in particular public sector clients including local authorities, registered providers, charities, NHS bodies and private healthcare organisations.


    Lisa has a strong background in real estate work and is experienced in both providing strategic estates advice and supporting clients with large estates portfolios.

    Sophie is a planning, compulsory purchase and infrastructure solicitor and head of the Planning and Environmental team at Brabners LLP. With over ten years of experience in her field, she advises a broad client base, including developers, landowners, local authorities, funders and individuals, across all development planning matters.

    Sophie’s experience includes complex planning and infrastructure agreements, environmental impact assessment, planning appeals, judicial review, highways and rights of way orders, assets of community value and compulsory purchase. Sophie has helped to successfully deliver many development projects including major transport schemes, complex city-centre regeneration projects, large scale residential development and sports stadiums, as well as advising on local plan making and major infrastructure projects consented under the Planning Act 2008 and Transport and Works Act Orders. Sophie has particular experience in CPO backed highways schemes, including motorways, and applications concerning public rights of way.

    She is a member of the Compulsory Purchase Association.

    Paul is Head of Local Government & Social Housing at Exchange Chambers.     Sam is a partner and an actuary with more than 20 years’ pensions experience. He qualified as an actuary in 2007 and has held a Scheme Actuary certificate since 2009.

    Sam is a member of First Actuarial’s Housing Team and regularly speaks at events about pension issues in the sector. He is a recognised industry expert on bulk transfers from schemes run by TPT Retirement Solutions (such as the Social Housing Pension Scheme) and has advised on five completed transfers. In his spare time, he is a director of FC United of Manchester (a football club set up as a Community Benefit Society).

    Dale is a qualified actuary with more than 20 years’ experience and solely works on employer advice. He has been a senior member of our Housing Team since joining the firm in 2011. Dale has vast experience of the LGPS. He has supported clients who have taken the decision to close the LGPS to new entrants and/or to all future pension build up.

    Dale also works across several areas of public service pensions, including the NHS Pension Scheme where he advises the Scheme Advisory Board. Recently, Dale has advised many independent schools in relation to their participation in the Teachers’ Pension Scheme.

    Julie Moore is a Director at RSM, specialising in domestic Employment Taxes. She has more than a decade’s experience working in this area, advising organisations on all areas of Employment Taxes from PAYE, National Insurance and expenses and benefits to termination payments, off payroll working arrangements and the Construction Industry Scheme.

    Based in Manchester and working with clients across the North West, Julie joined RSM in February 2020 where she heads up the Employment Taxes team. Over the last six months, she has helped numerous clients navigate the furlough scheme, advising on Coronavirus Job Retention Scheme claims calculations and audit trail requirements.

    Julie has worked extensively with not for profit clients in ensuring compliance with changes to off-payroll working (IR35), experience which will be essential to the social housing sector where preparations are now underway for the new rules coming into effect in April 2021.
